Still with nowhere to call home, people from America's Bayou are scattered in FEMA trailer parks throughout Louisiana and Mississippi. Baker, Louisiana is home to thousands of displaced families.
Following Hurricane Katrina, FEMA rented the Baker land from a shuttered juvenile detention facility, making a rush order for thousands of travel trailers from companies like Cavalier, Tundra, and Wildwood. Primarily home to renters from New Orleans housing projects, FEMA's secretive and poorly-managed emergency camps provide limited counseling and job assistance programs for residents.
